Early Pre-K (EPK) 3-year-old Program Application Information

You will need to provide all documentation to register for the lottery for the 3-year-old Early Pre-K program.

Registration packets may be downloaded from the district website, or are available for pick up between 7:30 a.m. and 3 p.m. at Watervliet Elementary School. Please go to the main door to request a packet.

EPK registration will be on March 10-11 at Watervliet Elementary School. Please call 518-629-3263 or email Danielle Mele to make an appointment to bring in your completed application and supporting materials to the elementary school. Registration packets are due no later than April 13, 2026 to be considered for the lottery.

Please make sure you return the following items with your registration packet:

  1.  Completed registration packet (one per child)
  2. Proof of age (any of the following): child’s birth certificate, passport, or baptismal certificate (Child/ren must be age 3 by December 1, 2026 to attend the 3-year-old Pre-K program)
  3. Proof of Immunization Record and a physical within the last year: This MUST be signed or stamped by a state-licensed health care provider. Proof may be faxed to 518-629-3250 directly from the physician’s office.
  4. Custody paperwork, if applicable:  If the student is not your biological child, you must present documentation that proves a permanent and total transfer of custody and control has been achieved. 
  5. Proof of Residency (2): Documents that show you reside in the Watervliet City School District. Proof of residency includes the following:
    • Deed
    • Tax bill
    • Certificate of occupancy
    • Legal and valid agreement (Must contain the property owner’s name, address and signature; and the name and signature of the parent/guardian)
    • Home purchase contract (Must contain the seller’s name, the address of property being purchased and the purchaser’s name)
    • Homeowner’s or renter’s insurance policy (Must be a valid policy with the parent’s/guardian’s name and address)
    • A notarized statement by the landlord or property owner from whom the parent(s)/guardian(s) lease or live with

Plus one of the following:

  1. Telephone or National Grid bill (with the parent/guardian name and address) within 30 days
  2. Documents issued by the federal, state or local agencies (i.e. pay stub, voter registration documents, income tax form, official driver’s license or  non-driver ID, etc.)

Confirmation of Residency: The district will confirm that the proof of residency accurately reflects the location where the family lives in the district. The district will review records and/or contact the landlord or conduct a residency check to verify residency. If it is determined the documents do not accurately reflect the family’s living arrangements, the parent/guardian will be notified in writing of these findings, and the student will be unenrolled from the district.

Placements are limited and will be assigned through a lottery system if oversubscribed. Applications not initially selected will be placed on a waiting list and called when a space becomes available. 

If your application is selected you will receive an acceptance letter/call by JUNE 5, 2026.

The program is located at the former Maplewood School. We anticipate the program hours will be from 7:30 a.m.-12:30 p.m. We will follow the Watervliet City School District calendar. Snow days will follow the Maplewood Kids Express school closings.

Before-and-after care may be available for a fee, and is provided by Kids Express.

Transportation is not provided.

Before your child can begin attending school in September, they will need:

  • A complete annual physical exam and recorded lead levels.
  • An emergency treatment form
  • Day care registration card (Blue card with photo)
  • Permission for exchange of information
  • Permission to apply sunscreen
  • Heath care plan (if needed)
  • Release from school
  • Medication consent (if necessary)

Children cannot start attending the program until ALL PAPERWORK is completed.

Forms will be provided with acceptance letter.

Note: This program is grant funded and will operate contingent on state funding.
